Projecting General Assembly Voting Records onto an Enlarged Security Council: An Analysis of the G4 Reform Proposal

Abstract The paper examines the distributive and collective effects of United Nations (UN) reform proposal by Group Four (G4) which envisions a 25‐member Security Council with four additional non‐permanent six permanent members. Academic scholars affected states have argued that adding more (veto) players to would reduce voting power five current members (P5) undermine effectiveness body as whole. Projecting General Assembly records proposed from 1991 2017 onto an enlarged Council, our analysis suggests chance pass favorable resolution increases for most P5 in scenarios such not less but resolutions.
